Design Review Systems

Increased development pressures in revitalizing areas and concern over inappropriate design solutions challenge many historic neighborhoods through out the country. Winter & Company assists communities develop design review systems as a means to manage traditional development patterns. Winter & Company is one of the country's leading consulting firms in the area of design review and creating design guidelines, and has conducted over 100 such assignments that dealt with the creation, review, and implementation of design guidelines and/or with the training of clients in design review and the use of design guidelines.

To develop a design review system, Winter & Company reviews current infill development trends, identifies specific design issues and then determines how to respond to them using a variety of design management tools. In a series of focus groups and public workshops, community participants will also help chart the appropriate work program for revising the City’s design-related regulations. These can include amendments to zoning codes, special development regulations and design guidelines.

Winter & Company will then develop a Character Management Strategy that identifies the components needed for the overall design review system and charts the necessary steps for implementation. Winter & Company also helps develop a custom-tailored design review process to balance staff time and review committee responsibilities that best fit the needs of local design review issues.

Finally, a major part of most design review systems are design guidelines. Winter & Company specializes in custom-tailoring design guidelines to meet the unique goals of each neighborhood, including those for preservation, neighborhood conservation and urban design. Effective design guidelines require considering the goals for preservation, design and economic development and how a district contributes to the quality of life in the community at large.
